Adwords Latest Formula for Top Ad Placement

Previously, ads obtain top placement through bidding the actual CPC (actual amount paid for a click on the Ad)
Now, the current formula for getting top ad placement is Maximum CPC (Highest amount willing to pay for a click on the Ad)
Note: Ads with high Maximum CPC but, with less Quality Score cannot obtain the top placement. Give Priority to your Quality Scores…
